20+ Years of International and Domestic Experience
Nenad Ilic is the Founder and Principal Consultant of Public-Private Partnership Ltd., Belgrade (established in 2016), with over two decades of legal and advisory experience in public-private partnerships, concessions, regulatory reform, institutional strengthening, and public procurement.

20 years of experience working for the Government of the Republic of Serbia, international organizations and IFIs (EBRD, World Bank, etc.) and cooperating with the Serbian Investment Promotion Agency, Privatization Agency, Shareholder Fund of the Republic of Serbia, Public Enterprises, Public Procurement Office, Commission for Protection of Bidders Rights in Public Procurement procedures, Local Municipalities on Implementation of different State Policies, including Institutional Setup (PPP Commission), Legal Reform – Economic Policy and Regulation, etc.

Nenad was leading the PPP and Concession Legal Reform, drafted the Serbian PPP and Concession Law, including Institutional Setup, and was appointed to the position of First Chairman of the Serbian Government PPP Commission.

For years (since 2001) Nenad worked and cooperated with the EBRD’s Legal Transition Team of the OGC in London on a variety of legal reform projects (PPP and Concessions, Secured Transactions, Financial Leasing, Mortgages). Recent work with the EBRD included Capacity Enhancement and Enabling Framework Development for Public-Private Partnerships (PPP) and Concessions Projects in Lebanon, Montenegro, Tunisia, Serbia, North Macedonia – drafting PPP Manuals, Model Documents (Term Sheets, Contracts, Tender documents), providing training to representatives of the public and private sector.

Nenad was seconded to EBRD LTT (OGC) in London HQ to Senior Counsel for PPP and Concessions position.
